JustStan 1e1d61e610 Rewrite CONTRIBUTING for humans: file locking, render proof, sign-off

KiCad files cannot be merged, so the doc now leads with claiming files via
git lfs lock and issue-first discussion, the convention used by LumenPnP and
Ultimate Hacking Keyboard. Adds .gitattributes marking design files lockable.
Drops the internal documentation-style rule that meant nothing to contributors.
