JustStan 48eb6ab705 docs: OSHWA certification section, FLASHING.md flashing/debug guide 
README gains the OSHWA certified-hardware section with per-variant
UIDs (BE000030-BE000033) and light/dark badges. FLASHING.md is the
single bench flashing and debug reference, absorbing the former
BRINGUP.md and BRINGUP-DEBUG.md.
