Also pushes GetCornersInSequence() into EDA_SHAPE so it can be shared between SCH_TABLE and PCB_TABLE. Also fixes bug in drawing column rulings over the right external border. Also fixes a bug with dialog control enabling. Fixes https://gitlab.com/kicad/code/kicad/-/issues/20350
