Linus Torvalds 556bb20829 Add minimal RP2354 / TAC5242 board
This has no inputs at all and no guitar pedal power supply.  Just the
USB-C connector for MIDI-over-USB and power (and programming).

Think of it as either a more-or-less pure audio interface, or possibly
as a block on a pedal board that is controlled by something that does
USB-C MIDI and that you actually interact with physically.

It does have a couple of LEDs for status reporting, because that's
useful even when used purely as an audio interface.  There's also a
magnetic sensor on board in case it ever wants a switch.

This does have the 8MB PSRAM, so I guess it's not really minimal.  But
it is small.
