Add NoIndexTests/Altium-External-Block-Sheets as a submodule and point the
project's DeviceSheet1 at it, so the external block resolves inside the repo.

Altium-External-Block-Demo

Altium project that uses a device sheet from another repo as an external block.

Branches:

main: the device sheet repo is a git submodule at AllSpice-Altium-Device-Sheets/. The project file points at AllSpice-Altium-Device-Sheets\PSU-DCDC-5p0V-TI-LM2678SX.SchDoc, so AllSpice Hub can resolve and render the external block.
external-unresolved: the project file points at ..\..\AllSpice-Altium-Device-Sheets\..., a path outside the repo. AllSpice Hub cannot resolve this block.

Submodule source: NoIndexTests/Altium-External-Block-Sheets.
