JustStan 0aecd675a1 Standardise: AGENTS.md, trimmed README, canonical dotfiles, design rules (#22) ...

Adopts the org-wide shape, matching the ESC and RX repos. Four root files,
CONTRIBUTING is a stub pointing at OpenDrone-hw/.github.

AGENTS.md replaces hardware/docs/DESIGN.md and the gitignored CLAUDE.md, and
absorbs the EMC checklist and layout notes that were sitting in hardware/tools/.
It states in the Repo table that this project is called OpenFC in both FC repos,
which is the ambiguity that has already caused a part to be imported into the
wrong one.

hardware/OpenFC.kicad_dru now carries the canonical block. On OpenFC-Lite the
file existed on disk but was gitignored and untracked, so the design intent had
never reached the repo. Its previous content was a single rule conditioned on a
"50Ohm" netclass that no project in the org defines, so it could never fire.

README drops the repository layout, build commands and manufacturing detail,
and the prose status line. OSHWA certification stays.

No schematic, board or project file is touched.
