Andrew Greenberg f25d97b6f9 Cleaned up RW flex to v1.3 ...

This version upgrade makes the flex board a bit smaller now that we know that the length works and gets rid of the solder mask weirdness from previous versions.
Cleaned up the README file in order to get another vendor to make the board.
