Starting new board based on feedback 7924efe4d7

Mostly swapped the drivers for buck drivers but still need to play with the output voltage of the TEC driver eb784efb4e

Had to re-add the footprints to the drivers becuase a previous footprint had messed with them 2d46e1fbf7

Did a lot of work on REV 2's layout 784e9b32bb
